刚刚查了一下
Longman，advise 作告知的时候接 of 或 that 都可以

意思是 to tell someone about something

如果从句意来看，ABC 和 DE 意思不太一样

ABC 是说 被告知关于保持缄默的权力

DE 是说 被告知他有权力保持缄默

而且 D 中没有 he 的问题，也比较平衡，所以支持 D

可我觉得B不平行

his right to remain silent

told he could not leave

interrogated in a detention room

第一个是名词 (to remain silent 修饰用)

其他两个都是不是名词

而D

he had a right to remain silent

( he ) could not leave

( he ) was interrogated in a detention room

另外我觉得 interrogated 应该要用被动的型态才合理

这个 was 省略掉就会分不出主动 interrogate 或被 tnterrogate

只有B是平行的。...was advised..., told...and interrogated...

而D选项的平行的是从句。所以that he 是不能省的。平行应该是句子和句子，从句和从句，名词和名词，动词和动词的平行，他们的时态和单复数都应是一致的。
