Whether the television and radio programs should be carefully censored for offensive language and behavior is a controversial question. On one hand, somebody will argue that the government has no right to censor such contents since in modern society, government should not intervene his citizens freedom of speech and behavior. On the other hand, other people will contend that if the offensive language and behavior really exert some negative influence upon the audience, the censor is needed. For my view, I think we can not simply say that the government should or shouldn’t censor the elements of the television and radio. Government’s censor should be based on what the offensive language or behavior is.

The offensive language and behavior could be the ones of discrimination, religion, violence, pornography, etc.

For the pornography, the government does need to censor the language and behavior. But we no need to ban all the elements of such episodes. Whereas, to rank the classes is really necessary. And the limited class should not be offer to children. Since such content may do harm to children’s health.

And for the contents of discrimination. The censor is badly needed. In a society which is proud of his freedom and democracy, any type of discrimination is not accepted. For example, discrimination of racism, sexism should not permitted broadcast on the public television and broadcast lines. As we all know, such discrimination has not been eliminated from our society. And not only the children but also some adults will follow what was told in the television or broadcast. So such a ban is really needed.

And for religion issues. It seems more complicated. First, how to define the offensive language and behavior? Somebody may feel offended while other not. We all now, there are so many religions in the world. And even in the same religion, there are also different parities. Their doctrines may be similar, maybe totally different. When the different religions and different doctrines were advertised in the television or broadcast. What is permitted and what are not permitted? That’s really a question. For my opinion, since the society are becoming more and more diversified and including, we should permit the different religions to promote themselves even we do not fully agree their doctrines. But that does not means all the contents and all type of religions will get the permission. As we all know, there are also several extreme religious group, such as Islamic extremism groups. They call for violence, even so called saint war, against the whole world. Of course, such content should not go through the censor procedure. Generally, all the religious contents, which are peaceful, do not exert bad influence to the audience,

To sum up, I think we need case by case study. And our principle should be not only to make ensure people’s right to express freely, but also to prevent such express from exerting negative influence to other people and community.
