依然不对，not…but…是习惯表达，两者之间添加的内容应保持一致，即，用not as an expense, but as an investment，或用not an expense, but an investment。

也不对。【not an】成为了expense的限定词，即把cost当做【除了费用以外的】东西，这显然不是句子的意思，句子要表达的是：不要把cost当做一项费用
