progress 进步本身是抽象名词，并不能杀人，不具备杀的功能
progress that has decimated native peoples 意思是那个杀了人的进步。。。也不大对，杀人怎么是进步？

我认为这个句子本身考的是这个点，所以在这里，that 指代的是前面的devastation and enslavement

that 在 (n1+ 介词+n2+that ) 以及（n1+修饰词以n2 结尾+that）中
that既可以修饰紧邻的n1 也可以修饰n2(根据句意不同而不同)
e.g.
the library has a new method of sorting cd's that makes certain genres of music easier to find. -----> here, "that makes..." refers to the method of sorting.

the library has a new method of sorting cd's that don't fit into any of the traditional musical genres. --> here, "that don't fit..." refers to the cd's, not the method.
both sentences are correct.

考点是找出句子的主语，应该是devestation and enslavement, 是复数，所以后面的谓语就得用复数形式的have. 的确这里progress很混淆人，需要从语义上来判断，进步不会杀人，杀人的是devestation 和enslavement.

这里that指的是name啊不能指progress
是progress 杀人 by which直接修饰progress
