前面那个熊解释半天，反正我是一点儿没看懂，than后面要一定加宾语？那随便给你举一个：A is better in C than in D就不对了么？
虽然是几年前的帖子，但是为了帮助之后点进来的童靴（比如我） ，我按照我的理解解释一下：
如果按照D选项，than (把指代的对象全部copy过来) in xxx 就变成了
Bihar is India's poorest state, with an annual per capita income of $111, which is lower than (annual per capita income of $111) in the most impoverished countries of the world.
因为后面是全部省略只留下介词短语修饰前面的指代对象，所以应该完全copy下来，这样的比较就是不对的，相当于annual per capita income of $111 in Bihar 和annual per capita income of $111 in other countires在比较
相反，that大家知道是不完全指代，完全可以只指代annual per capita而不带后面的of $111, 所以应该选择有that 的
