【真心求教】比较省略题目

各位牛人好，有一个想法，不知对错，请赐教

原题：
According to a 1996 survey by the National Association of College and University Business Officers, more than three times as many independent institutions of higher education charge tuition and fees of under $8,000 a year than those that charge over $16,000.

Athan those that charge
Bthan are charging
Cthan to charge
Das charge
Eas those charging

这题如果我把划线部分改为 as those that charge 或者 as over 对不对呢，
如果是as those that charge 我认为收费低于8000刀的机构数目大于收费高于16000刀的机构的数目相比？
如果是as over, 我可以理解为把相同的内容都省略了吗

大家怎么认为的呢？

一点方向上的建议：
不要再去问诸如“把A中的某个词改为另一个对不对”的问题，没有意义
语法上对就一定对吗？语法上有瑕疵就一定不选吗？都不一定
那你为什么一定要树立一个自己认为是“对的”标准呢（这个标准还是你自己认为的，GMAC：呸，你算老几）

得分选项永远是这五个选项中能够把原文的意思最精确表达出来的那个
注意
是五个里面相对最好的那一个
至于你认为怎么是对的，有意义吗？
