问题：对于C选项，OG给出的解释是“ However is intended to serve as a conjunction adverb between the two independent clauses,but the punctuation of the sentence creates confusion by suggesting that however is modifying are scheduled."
这里however为什么就是修饰are scheduled的了呢？向各位请教。

把however换成no matter how你就明白了，C选项的意思就是如果用逗号的话，however可以不翻译成“然而”而是用作"no matter how"

详细的说：
1，however 作为连词conj，只有‘无论如何’意思，等同于no matter how
2，however作为adv，有‘无论如何’，‘然而’两种意思
根据句意，用猎物的数量预测狼群的size，‘然而’，才是更好的选择。(这帮愚蠢的凡人不好好测量狼群的数量，却用羊群的数量除以50在这跟我滥竽充数！！！)
所以对应的抛弃conj连词，用“；”表示两个单独的句子更为合适。
主句，连词+从句。
主句；第二个主句。
并且，B中 the size of the population指代前面的 the wolf population，即便后面没提狼也不会有指代不明。

关于however为什么修饰 are scheduled：
比如：Dress however you like。
t把原主句中to之后省略，主干变成.....are scheduled....，however state wildlife officials want. 稍微比C通顺一点。（这群愚民想怎么量都行！！！）

简单来说：
however the number of wolves will 就不是句话，awkward and incorrect. Choose B, easy peasy.
