我的理解首先后面不划线的部分sales at restaurants open for more than a year have declined. 那么整个句子告诉我们不管是新增还是开了一年的餐馆都是到现在一直在增长（新餐馆）或者一直在下降（增长）整个句子都是讲餐馆运营状态不是结果。我个人理解希望有一叮点用
