根据语义平行我能够选出D，但是有一个疑问就是：“逗号+v-ing”的逻辑主语要是主句主语吗？那Dspend逻辑主语是doctor，但是主句主语是union member呀？
还是说这主句主语离spending太远，所以可以看作spending的主语是doctors呢？（如果是这样的话，有什么语法规则可以支持吗？）

,Ving 是用来修饰action的，所以可以修饰非谓语动词
在这里是修饰 doctors to see more patients
Action _ to see 导致doctors 只能spending less time with each

嗯抱歉刚刚看到回复。
后来我自己也想了一下，“comma，v-ing”是要和相邻的句子的主语一致，而不是整个句子的主语一致，所以这个地方逻辑主语是doctor应该是没有歧义的

v-ing可以修饰整个句子也可以修饰某个主语，根据逻辑判断。此处明显是修饰doctors.
