两个and 咋办呢？第二个in the structural, disciplinary, and interpersonal domains一看就是用来并列三个形容词structural, disciplinary, interpersonal。。。那么那个和between并列的就只能是前面的那个and了

between the importance of ..... and persisting inequalities of ......
只是个小技巧，当然最好是提高阅读能力
