我选择D, so that不光可以表结果也可以表目的，
而且关键，后面有一个对比句 they may actually be, 这样正好和the companies seem larger构成对比，如果选B, to make their compaines seem larger 反而和than they may actually be 不对称了

这是Ron的一个对so that的讲解： So that置于从句前面，来描述某个动作的目的

· e.g. Jamesstarted weight training so that he could become stronger. (这里很显然James练举重的目的是为了变强壮）

再看你给的prep正确句子：

T The particular design of muscles and bones in the neck and limbs of the turtle allows it to draw in its exposed parts, so that an attacker can find nothing but hard shell to bite

(也很明显，海龟的这种身体构造允许它能够收回暴露在外的部分（这可以理解为某个动作），这个动作的目的是使得捕食者只能咬壳）

so that表目的后面一般跟情态动词 can could这类，prep08 有这么一个知识点，貌似还是很好用的
