as...as结构中如何省略的问题

原题还是来自gmat某题库。。。

例句：Drivers are as likely to exceed the old speed limit as the are 【likely to exceed】 the current one.

问题在于，这句话可以写成Drivers are as likely to exceed the old speed limit as they are the current one吗？

题库给的答案是可以的。但是如果as...as的句子中既有be+adj+to动词又有to do+n，把adj + to do省略、用be直接接n.不会造成歧义吗？

更有歧义的例句：
He is as delighted to meet Hank at the party as he was delighted to meet Fring some years ago.
He is as delighted to meet Hank at the party as he was Fring some years ago.
