请教verbal分册一道比较题，than直接+时间状语从句的用法

在做的时候对than后直接加时间状语从句很疑惑，所以就把ABE末尾是than的都排除了，选了D（忽视了单复数的问题）
现在已经知道其他选项为什么错，可是还是无法理解than后直接加when从句，查阅了一下午资料，翻到一个曾经Ron对这种比较的解释，反而更不懂为什么可以跟when从句了
再此po出那位同学的问题和Ron的解释

按照Ron的说法，直接跟when的话忽视了时态的变化，所以为什么没用“five times greater than it had when the use....”呢？！？！！
相当困惑了！
麻烦大神解释一下 than+when从句到底是怎么操作的

我觉得应该是因为主谓一致，所以就省略了，原句是its numbers are now five times greater than (the numbers were) when the use of DDT was sharply restricted in the early 1970s.

时态发生变化的部分（were）也可以省略吗？

这道题也只能这么理解了，因为than的前后有明确的时间状语now和when，所以比较的就是现在和过去两个时间点，were就被省略了
