“which” refers only to the preceding noun, not the entire preceding clause.
所以which只能指代systems，不能跳跃指代到networks
而且指代networks的话，句意也不对了吧

这还不是句意的问题，如果简单句，主谓宾结构，LZ都能觉得后置的which可能指代主语，那LZ需要从定语从句开始复习，再看GMAT的语法书了。

他们做题是从语法来讲的。所以7楼说的是对的。

如果至翻译整个句子，你会发现which指代谁都可以。但是事实上，从语法来讲，一般which只能修饰2个东西。一个是指，前面离他最近的那个名词。另一个就是指代逗号前那句话。所以一定不会指代networks。

所以如果是翻它们，请干脆把它们指代的东西翻译出来就行了。

当然有人会说，GMAT不考which指代前面那句话。我持反对观点，因为就是有真题是这样的。就在这个版块的前三页，你一定能找到。
