这个句子的最后一个逗号以后的部分begin things again from thecompensatorily staggered "starting lines."在原句中做什么成分呢？
如果按意思理解的话，应该是who wanted to begin things again from thecompensatorily staggered "starting lines."吧？但是这里语法上怎么理解呢？

个人觉得begin前面缺个and 或者 and that can

这里的begin开始到结尾，是作为前面authority的定语，可以跟call things to a halt 并列，不属于前面并列省略（who wanted）中的部分。
