1. With regard to the word 'capability,' it can be used with several different prepositions depending upon the context, but the prepositon that always goes with 'capable' is 'of.' Ex. I am capable of getting good grades in school.
2. With regard to conjunctions like 'which,' they cannot modify a whole sentence, but they can modify a clause. Ex. After eating too much spaghetti, which is something I often do, I felt sick.

According to a 1996 survey by the National Association of College an University Business Officers, more than three times as many independent institutions of higher education charge tuition and fees of under $8,000 a year than those that charge over $16,000.
A) than those that charge
B) than are charging
C) than to charge
D) as charge
I would choose A (than those that charge). The sentence would read "More than 3 times as many institutions charge tuition of under $8 than those that charge over $16.  arallel structure is the issue. More this than that.
