先看懂句意，而不要人为假定一定有“并列”之类的语法结构在里面。D 中的 and at a lower cost, 是对“will be able..........shuttle can” 的一个补充，相当于，do so at a lower cost, so 指的就是前面句子中的动作。这种理解是认为and后省略了谓语宾语等，未尝不可。但我认为更恰当的理解是and at a lower cost，就是一个补语，用语说明前面所说动作完成的一个伴随状况。at a lower cost介词短语类似于副词。这种表达在英语中很常见。并且简洁。供参考。我想不一定and一出现就注定要找并列吧？
