求助SHOULD引导虚拟语气，PREP中一道题

我发现我还是不太懂虚拟语气。
Several educational research groups are denouncing the mayor's proposal of a system by which individual teachers would be given raises or bonuses

答案选E。
如果选E的话难道不应该是the teachers would be given bonus if test scores showed that their student...？
因为would，所以我的理解只if引导的从句也应该用过去式。。。
WILL的话，if引导的从句才是一般现在式，
难道我理解错了？

我选了B，因为我记得should开头的虚拟语气是要倒装的，但其实我不太知道这是个什么鬼。。。
如果是B的话请大神告诉我怎么改才是对的。然后在告诉我下把正确的倒装改成顺序应该是怎么说的。
