我就是想问一下，这个using的主体为什么就不可以是swedish了，我觉得没有问题啊？

句意逻辑是government通过着使用study groups来inform了public，如果是public作主语，那意思就扭曲为swedish public在使用着study groups时被通知了关于energy的信息，很奇怪，割裂了使用study group是inform的方式的意思。
