这里用are和were在语法上没区别，分别在语义上。are或者were都是去对应这个time的，time这里其实没有特别的指出，所以两个我觉得都可以。

倾向于are，是因为这篇文章一上来用monday，没有特指是哪个monday，应该可以推断就是和文章同一周的monday。再看coffee supplies，这种农产品的供应面一般不会在短时间内波动很大。所以可以推断如果周一供应在紧缺的状态，写文章时也紧缺。因此，这里如果用were，好像是要特别表示周一的时候紧缺，写文章的时候已经不紧缺了。这个情况不是不可能，但是可能很小。所以，倾向于are。
