For 16, have 的执行主语是 the judgments.所以用 have, 不能用 has.

For 17,主要有两个错误.一,caused by的修饰对象.在语法上caused by是修饰 malaria,但在句子逻辑意思上它应该是修饰increase.所以造成修饰对象的错误. 二,搭配错误.resistance to 而不是不是resistance against.

答案B很好的解决了上述的两个问题.
