好象有两个主语，两个谓语，却没连词。我有点晕了。

主语：the emperor Augustus和it

谓语：commissioned和appears

请教了

请问这个that是怎么出来的，还是说it appears是插入语，以后遇到这种结构都把它变成、...that....?
