状语从句是修饰动作的,在这到题中establishing前面没有动词可以修饰,所以就不能做伴随状语,更不可能是结果状语,那么肯定不是作状语 那么作定语有什么错呢????感觉-ing作定语很对啊!
相应的还有另外一道: Wisconsin, Illinois, Florida, and Minnesota have begun to enforce statewide bans prohibiting landfills to accept leaves, brush, and grass clippings.
