我觉得是因为automakers直到今天还setup diviends less conservatively，所以expectation是他们将会set more conservatively，那么一个状态到今天还持续就需要用现在完成时而不是过去时。they were过去的状态，现在已经终止，那么就不需要will setup more conservatively.
