答案选B

当时做的时候觉得逗号后边主语是stringent rationing and planned distribution，所以even though 后边不能用it，所以选的E（不过E有there be。。）

谁能帮我分析一下这句话，觉得有点稀里糊涂的

还有就是为什么一定要用has done。。。in two decades，与during 有什么用法的区别？？

it指代的不是stringent rationing and planned distribution，而是the People’s Republic of China.

其次E中hardly修饰的对象不对。hardly应该直接修饰动词的increased.而E选项中的hardly any increase,这里的increase是名词，因为前面用了there be,暗示出来这个increase是名词。副词是不能修饰名词的。

还有啊，就是不是有there be 就直接排除掉，而是要根据整个行文的逻辑和语法来做题的。

in，during, for 都无所谓，都表示一段时间，关键是这里暗示了只能用完成时态。so, B.
