关于<语法全解>上两处解释的疑问

书上关于这道题目的正确答案的解释是这样的: 两个句子或者三个句子并列,第一句中有be/become, 第二或第三句话中的be/become必须省略,包括重复的名词,形容词甚至连词都可以省略.但是连接个分句的AND不能省略.

按照上面的解释,句中AND后面的修饰Order的第二个宾语从句的THAT连词看样子是被省略了.

但是不幸的是,我发现另一道题目.如下:

Federal authorities involved in the investigation have found the local witness are difficult to locate, reticent, and are suspicious of strangers.

正确答案是(C)  that local witnesses are difficult to locate, reticent, and

书上注明,宾语从句的THAT是不能省略的.

我想问的是,这两道题目说的是不是矛盾的?

还是说只有在平行并列结构中宾语从句的THAT(从第二个起)是可以省略的?

1) 宾语从句的that是不能省略的.

2) 第一题的第一个that没有省, and之后的that是可以省的.

3) 宾语从句的THAT是不能省略的. 正确.
