偶年轻时也曾像你那样迷惘过，现在倾向于选E。现在语法越来越倾向于整体的逻辑意思。本句的意思应该是收8000的学校是收16000的学校的三倍。这个没问题吧。如果选D，就变成了：Three times as many institutions charge 8000 dollars as charge 16000 dollars.  意思显然不对，就像通常所说的不能“自己和自己比”是一个道理

正确表达应该是： Three times as many institutions charge 8000 dollars as those charging 16000 dollars. 即有些学校收8000，而另外一些学校收16000。

偶觉得此题最大的问题是前后的逻辑主语不一致，这在语法中属于“一票否决权”，所以不能省，即OG解释通常所说的是否（understood），correctiveness的错误，而charging你如果要算，也顶多算个effectiveness，而且其实根本就没有错，因为用分词形式正好说明了它的动词特征（收费），避免产生当作名词的歧义（费用）

这些题目出的确实叹为观止，SIGH！希望偶能讲明白了。
