正确答案是B，解释说，B中的核心词是localized 而C中的核心词是different mental functions，逻辑上应该是指假设的整个事件而不是某种不同的功能。为什么C指的不是整个假设呢？

因为that are 后面是用来修饰 different mental function的简化一下就是 different mental functions is widely accepted today
