一道修饰题关于which/that用法

Well-informed people know that Bordeaux is a French region whose most famous
export is the wine which bears its name.
这里最后的连词which不对，要用that，官方的解释是
The context of this sentence calls for an essential clause to
modify the wine, since the point of the clause is to identify the wine . If the sentence ended
with the wine, it would be incomplete. The clause should therefore begin with that rather than
which .
1、which修饰the wine和that 修饰the whin有什么区别？我原本以为which不能修饰整个句子才用that，可是解释上却说都是用来修饰wine这个名词的，就有点迷糊了
3、对于2再想确认一下，一般来说用独立主格或者-ing做结果状语修饰前面一整个句子
但是that是不是可以用来修饰前面一整个句子？有点忘了。。

这是manhattan讲解非限制定语从句的例子，通常来说，在GMAT里面除非涉及到语意，不然不作为排除选项的标准
