absorbing 在这里是修饰谁呢？我的理解是：

SVO,V-ing 结构中 V-ing 有两种用法 1. 修饰主句的主句，与主句谓语动词同时发生，表伴随。
2. 修饰前面整句话，表结果。
另外， V-ing 结构不能修饰主句的宾语。

所以这个句子中主语是 army corps of engineers, 不可能发出 absorbing的动作。所以 absorbing 表示结果，修饰前面整句话。

求证！！！我理解的对不对？？？

分词前面是主谓宾结构+逗号，优先考虑是作为状语修饰前面的动作，（在时态合适的情况下）表示的是伴随或者是结果。否则作为定语修饰前面的名词

分词前面是主系表结构+逗号，修饰的是分词结构前面的词，作为定语。

没有人纠结它主谓一致的问题么。OG里面说a breakwater...acts as...但是答案和句子里用的都是 rise and act，是因为前面有虚拟动词would所以要加动词原形么？？？？那如果没有would的话这个主意a breakwater of rocks的谓语是不是要用单数？？？？？

同问啊！！找了好几个帖子了怎么没人理这个点啊。。。根据曼哈顿和题意这个主语也应该是a breakwater啊！

a breakwater that would rise....and [would] act as....
that 跳过of rocks修饰breakwater
因为这里的of phrase不表示从属。
