本题答案选Ｃ，如果能够忽略most scientists agree，lz能够理解，也就是它让楼主比较疑惑，most scientists agree 在c选项中做什么成分呢？怎么理解这句话呢？

a phenomenon that most scientists agree is caused by human beings' burning of fossil fuels

今天我翻遍章振邦的《新编英语语法》（CD上有下载），在1193—1395页赫然发现一个语法词条——嵌入式关系分句，详解如下：
“有一种关系分句（即定语从句），它既是先行项的后置修饰语（即定语），同时又是另外一个分句结构的宾语（即宾语从句）”此分句结构就被嵌入在定语从句中，即嵌入式关系分句。
该书举例：In his breast-pocket he had a patch of scarlet, which i suppose was the paper cap serving as a handkerchief.
注意两点：
1）从句which was the paper cap serving as a handkerchief 首先是 patch of scarlet的定语从句。
2）从句which（patch of scarlet） was the paper cap serving as a handkerchief 也是i suppose 的宾语从句，即I suppose （that）the patch of scarlet was the paper cap serving as a handkerchief 。
综上所述，当一个定语从句同时是另一个主谓结构的宾语从句是，就可以写为嵌入式关系分句。

这种使用方法有没有其他限制？或者说，是不是所有满足的够可以这么用？
还是说，只有在先行词做主语，同时又是宾语？

它是一种用法
不是一个现成的、固定的格式/公式
目的是服务于你要表达的语义

你可以举个栗子让大家来讨论讨论是否make sense

划线部分修饰 global warming，用名词短语修饰比用which从句修饰来的简洁，所以排除CD
A：a phenomenon most scientists agree to be caused by human beings ，意思是现象是由human导致的，意思不对
B：a phenomenon most scientists agree that is caused by fossil fuels burned by human beings，初读起来好像没什么问题，但是和C比较，可以发现，caused by fossil fuels其实说的是现象由Fuels导致，但实际意思应该是燃烧Fuels，此处C比B要好。另外，that在C中的位置更加顺畅，所以总体来说C更好
