please note, in above sentence, with a simple thesis is the preposition modifier that modifies
SHOPPING FOR A BETTER WORLD.
if I add a , before with a simple thesis, then you can understand that it is adverb modifer, and the logic subject is THE COUNCIL.
I think the preposition phrase is quite flexible, could be adjective, adverb, depending where you put it.

when I say " Better World with a simple thesis, I meant to let with a simple thesis to modify the book placed in fornt of it. Maybe you would understand that it is modify the verb.
in any case, true, prepositional phrase is used a lot as adverbal..
and it has exception, so not so surprised..
