OG 10 求助!

However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means, it is difficult to find broad support for a movement toward a minimal state.

(A)  However much United States voters may agree that

(B)  Despite the agreement among United States voters to the fact

(C)  Although United States voters agree

(D)  Even though United States voters may agree

(E)  There is agreement among United States voters that

A里面的much 可以修饰 voters吗?

how much 应该是修饰agree 吧。

Here the "much" is for modifying "agree".

Let's say :

"I very much agree with your point".

if you undertand this senstence. Then how about I change the original sentence to :

"No matter how much US voter may agree blah blah........."

Does this make any sense to you?

Taking out "may" changes the original meaning of the sentence. "may" means a probable thing.

He is a millionare.

He maybe a millionare.

The meanings of the above 2 sentences are different.

I would say  A) is the original meaning the question meant to convey.

Without "may", this sentence is perfectly ok in terms of grammar, but it changes the meaning to --- "100% Americans agree...... ", With may, it means "some americans may agree, others may not...."
