when 引导非限居然是正确答案！求助大神，有题

GMAC出的第二版的verbal里面的第八题：
As the cost of wireless service has steadily dropped over the last year and as mobile phones have become increasingly common,many people are finding that they can avoid toll charges on their home phones, using their mobile phones for making long-distance calls at night or on weekends, at a time which many wireless companies provide unlimited airtime for a small monthly use.

红色字部分是A选项，也就是我选的，但是是错的（其他选项错的离谱，就不说了）；为毛错呢？1. phone 和 using之间要有by；2. at a time which要用when！
所以正确选项是这样的：

phones by using their mobile phones to make long-distance calls at night or on weekends, when...
这里我就想不通啦，这个when难道引导的不是非限制性定语从句咩？非限不是只有which才能引导么？

when引导的不是非限制性定语从句，而是一个状语从句
简单来说就是when tom came home， i was doing my home work。
你上面选的那个选项中which不对，如果at a time后面想跟定语从句修饰的话，连接词应该是in which或者是when，不能直接用which
