这题为何不能用based on呢。。我觉得应该是说scientist做了什么事然后based on什么什么
求指点~

你自己看下逻辑是否一致，如果是based on，则是scientist is based on the growth rate。。。？
因此逻辑明显有问题，不能用被动，而应该是scientist base sth on sth，所以只能选on the basis of
