Prairiew View A&M University (PVAMU) is a member of Taxus A&M University Systems, which located Northwest to, and about 30 mins highway drive from, Houston. Most teachers and students live in Houston. PVAMU is a HBCU, so maybe there're more African American students than others, but don't worry about the security. Since most of the American students here have served, or will serve, the army, they are polite very much. The school is located in a town, therefore there are many graduate assistant opennings. Almost every student could get RA/TA position if he/she would like.
Graduate School Rank: PVAMU Engineering School was ranked between 150 and 200, in 2012 and 2013, in USNews. The Electrical Engineering Department accepts PhD students. Besides, Mechanical Engineering, Somputer Science, etc. are also good disciplines. Tuition: Commonly, international students with assistantship will only need to pay about $6000 per semester, the same as ones from Texas state.
Scholarships/Assistantships: Many professors here have good projects, so they could pay students adequate salary. With an assistantship, the school will pay half of your tuition; and $1400 salary per month for you. So you only need to pay about $3000/semester with your salary. Houston, Texas industry: Houston area has increasing industry, including its famous petroleum industry, so many students majored in Engineering are needed. You could find a decent job after graduate.
PS: There's an Engineering Technology Department in Engineering School, which doesn't accept graduate student. Only one professor, Dr. Zhang, has a good laboratory, and finds co-advise graduate from other departments. You could contact him if interesting. But don't hesitate other professors, since it's impolite, or maybe boring.
