In the correct version, which I disagree with, the -ing modifiers prompting and causing are a result of the foot of snow that has fallen onto the tracks. I would argue that the discontent among the commuters is not a result of the snow, but rather a result of the transit authority shutting down service.
我认为，the discontent among commuters是由shut down service造成的，而不是the blizzard...
不知道如果按我这样理解，句子该怎么纠正？
因为第一层逻辑是，the blizzard --> shut down service.
第二层，shut down service--> discontent.
如果改成 The blizzard deposited... and promoted..., causing... ， 把deposited 和 promoted 并列起来，就没有第一层意思了，并且causing做modifier的话，修饰的应该是前面的deposited 和 promoted两个动作一起吧？而不仅仅是 shut down service。
求解！
