有人说第一题不选D是因为Weather应该是被foresee而不是自己foreseeable
第二题不选C是因为able/unable to be done的结构错误而且 it would mean that the economic shifts themselves are able to distinguish between things. this is clearly not the meaning of the sentence, nor is it at all reasonable.

这两个解释岂不是相反吗？

C如果改成so gradual that they cannot be distinguished可以吗？

我自己研究了半天爬回来，我看到的结果是这样的，
首先，so as to 必须主谓一致，as to后不能是被动时态，但可以是表语，所有的行为必须是so前面的主语发出的。这样的条件满足的话，so as to 就优于so that，不过也有风险，下面是manhattan里面的一个例子
SUSPECT：The sauce was SO hot AS TO burn my mouth.
Note: The GMAT seems to have changed its mind. OG 10 #88 considers it correct. OG 12 #37 considers it incorrect. Other authorities consider this correct.

谢谢！那为什么weather conditionsthat are not foreseeable这样不可以呢？既然可以用indistinguishable应该也可以用foreseeable呀？

我觉得foreseeable 可以用，但是应该直接加在修饰成分前面: unforeseeable weather conditions，而不是用在定从里。多了一个从句太累赘了。
一般而言，主系表结构的定从是不能用的。
e.g : Right： the red apple tastes sweet
Wrong: the apple that is red tastes sweet
