敖，第一次发帖。这个选项e 没有人问过哎。答案是d。但是我对e 的解释，the words that are extraneous and also suggest that the plans themseves are doing the cutting and selling. 有点儿不懂。excutive announced plans that are to cut, 感觉没什么问题阿。

When you use Infinitive to modify a noun, the noun is not mean to be the subject of the verb in the infinitive.

I have a book to read.
A technique to alleviate pain is growing popular .

All these sentences do not mean that the book reads sth and that the technique alleviates the pain.

A technique that alleviates pain is growing popular.

This sentence means that the technique is the subject of alleviate and that the technique alleviates the pain.

My plan（noun） is （noun）to travel France first and then Italy.
Here, "is" is a linking word. And the infinitive is a noun. The sentence is "A is B" pattern.
This sentence means the content of you plan is to travel...

The intented meaning of this question is to express the purpose of the excetive but not the context of the plan.

For non-native speaker, feeling right is not a rigid criteria.

"That" is a relative pronoun, and it refers to "plans".

When you put it in the clause, you get "Plans are to cut". It definitely means that the plans themselves will cut the debt.
