关于baby姐解释现在分词修饰，我还有不懂的地方，求助

看了baby姐关于http://forum.chasedream.com/GMAT_SC/thread-698444-1-6.html的解释，我豁然开朗，但是看到OG时又糊涂了
OG12 55Many house builders offer rent-to-buy programs that enable a family with insufficient savings for a conventional down payment to be able to move into new housing and to apply part of the rent to a purchase later.
其中(D) programs, which enables a family with insufficient savings for a conventional down payment to move into new housing, applying
OG解释applying是指house builders,可我觉得应该是programs
不知道大神可不可以给我指点下

LZ我又想了一下，这里可能是要根据逻辑意思来看，apply的动作发出者应该是人，programs逻辑不符合，不构成修饰歧义，所以这里的applying只能修饰builders
