答案是B；
OG说：这题考察是it is X that does Y ，这是个当有一个说服力的原因时，才用来强调动作的发出者，这里没有理由用！

疑问：但是这里不是说因为固定成本高（原因），所以是发生的电力贵啊！？！固定成本高不就是强有力的原因嘛？

首先A本身句子类型就很冗杂，而且代词很多，不够清晰明白~B就很好，简洁明了。至于你说的强调句，他本身就是很冗杂的句型，至少我现在为止还没看到过强调句是正确的例子（不绝对，大多数情况下）~

你说的对，我也是不怎么看到那个句式是对的，但是OG没说死，只是说它在这里不合适，这里它语义上有什么不妥吗？

B平行很好，基本全划线句子，好多都是改成平行对称的很工整的2个子句；如 although SVO ， SVO 之类的

因为不用强调句就可以讲明白，所以用了是多余的

其中that stem是定语修饰名词costs，it is...that...强调句中主语是the fixed costs, 谓语动词是makes, 两个动词stem和makes都是修饰名词costs，但是单复数不一致，所以不正确。
是不是可以这样理解？

这句话是强调句。it is... that...。所以主语是the fixed costs,谓语是make it more expensive。所以make必须用复数形式。所以A和C错了。

看代词指代是最快的； costs-they; cost-it
两个 plants 都出现的话，后面用一个they 会指代不明导致句意不清；这道题我是这么做的~

LS 你看看，题目是要比较是the cost of 和plants 的 cost ；所以加个介词for 表示不是和plants比，E就错在这里了；这里for 就是省略的 ( the cost )for other types or power plants .
