请教：
OG12-SC-16

Retail sales rose 0.8 of 1 percent in August, intensifying expectations [that personal spending in the July-September quarter more than doubled that of] the 1.4 percent growth rate in personal spending for the previous quarter.

B that persoal spending in the July-September quater would more than double

选B。不理解为什么可以直接more than double the 1.4 percent growth rate 呢？对比的对象不是July-Spetemberquarter personal spending 吗？OG解释说，B与D都是正确，但B简洁一些，但B选项又解释说是因为用了would，D选项没用would，且是double that of，与B差很多，请问有没有同学能够分析一下？

B选项，Would在这里表示expectation的内容还没有实现。
D选项，of从属结构无法清晰表达expectation的内容(属于effectiveness错误)；that没有指代。
不管怎么说，1.expectations表达将来预测的含义，用同位语从句更能体现时态的精准，而且如果用了of从属结构显得冗长累赘，亲也可以发现很多同位语和of的题目，绝对同位语优选；
2.more than double the 1.4 percent growth rate，其中double是动词，more than是副词。

搭车提个问题，与选项无关，但是很困惑。关于Retail sales rose 0.8 of 1 percent in August, 中文如何翻译？是1%中的0.8么？那是0.008%还是0.8%哪？为什么不直接说这个数字而用of结构呢
