Parallelism的逗号

想问C为什么不对，解析说不平行。that和where都是定语从句不是挺平行的吗？还有C选项那个逗号有什么讲究吗？

看这个例子
原句为： which have been shaken by...., but which retain strong growth....
改成： shaken by...., but retainning strong growth...是不对的！答案说是如果没有逗号就可以这么改，可是为什么？？

修饰一个place怎么用that，而且修饰同一place还用不同的relative pronoun，一点都不parallel。

去掉，之后
，shaken by.... but retainning strong growth作为一个noun modifier
