各位大侠，请教一句英文的语法结构。

there was an important new middle class growing up in France, well-to-do and intelligent, but almost completely excluded from political power.
这是摘自一篇历史文章，可否如下分析呢？
1）是否可以如下分析？
an important new middle class growing up in France was well-to-do and intelligent
but an important new middle class growing up in France was almost completely excluded from political power
2）是否符合gmat语法结构？
记得，be在被动结构与宾补结构（is+形容词）平行中，需要补出？不能省略。
这中表达是否有问题？
