一道很纠结的语法题求助大神

这道题有地方看不懂。permitted修饰的是什么？什么东西beginning to take shape ？是rallies还是democratic principles？以前禁止组织散播民主思想的集会，现在这种集会有了雏形，还是这种思想主义有了雏形？答案的意思是democratic principles。但是这样的话but的意思似乎不妥，因为前面说禁止组织有某种特点的集会，but后面应该是现在逐渐放开了管制这种集会有了雏形。如果前面说禁止组织有某种特点的集会，but后面却说这种特点怎样。或者说强调的就是虽然禁止集会与民主有关，但是民主还是形成雏形？
过去分词应该修饰前面临近的名词，permitted前面是grass roots level ，而且E中这个行为是用动名词表示的，修饰不到这个行为吧？而且E的意思是以前领导人禁止传播民主思想的集会，but现在民主思想开始成形了。这个转折不太说得通吧

先排除C，因为主语不能是Organizing rallies，和后面应该是这个活动；
然而A和B都是修饰的 dissemination of democratic principles，从而去除；
D里面take shape应该是这个活动也就是principle发生的；
拍到最后选E啊

permitted修饰的是什么呀?还有如果是principles take shape，那转折关系岂不是很奇怪？----以前禁止组织散播民主思想的集会，但是现在民主思想开始成形。我觉得正常的转折关系应该是以前禁止组织散播民主思想的集会，但是现在这种集会在草根阶级开始成形。
