关于 N percent of + 可数名词这种形式，怎么判断后面的句子是和N percent这个数字平行还是和可数名词代表的那些人或者事物平行呢？求指点

难道是因为名词代表的意思不能double，只有数字才能吗？

从逻辑意思上判断。
20 percent of young adults中，如果后面出现了those的话，只能指代young adults，因为those只能指代percentage不能指代percent。注意题中出现的是percent，不是percentage！
如果those指代young adults的话，把比较的部分还原：doubling those reported in the 1977 survey= doubling young adults reported in the 1977 survey，这里有个问题：those只能指代“同名异物”，也就是说1979年的young adults必须跟1977年的young adults是完全不同的一批人！这显然是不可能的，因为很有可能有人1977年的时候属于young adults的范畴，1979年的时候依然属于young adults的范畴。所以，用those指代young adults是不正确的。
通过句子的逻辑意思我们也能明显的看出，要比较的不是“人”，而是“百分比”的数字。

正是因为those不能指代percent，所以正确答案中用了the number来替代percentage的意思。
