确实有点奇怪，it只能指向后面的从句了。

legend has it that应该是一个固定用法。可以参考Longman的phrase bank:

Legend has it that prisoners were brought here to be executed.

意思就是according to legend.

确实，legend has it的意思就是传说。。。引导一个从句。
