对此处that,it 的指代不是很清楚，总感觉it是多余的，请教各位。谢谢！

个人意见：A中的it是指CITY，但是我觉得此处应该是it IS expected to approve. 所以A也不是很完美，但是用排除法可以选出来。

(B) increased wages it expected to approve from negotiations/ it前要加定语从句引导词that, from表原因是不正确的。

(C) increasing wages expected to be approved as a result of negotiating / increasing不对应该用increased,意思上和A也有差异。

(D) negotiated increases in wages it expected to approve / 语序混乱，也少that

(E) increases expected to be approved in wages from negotiating / increase离wages太远
