请问B 选项as with为什么错误呢？语法笔记上说as引导从句，可这里是as with啊，我记得有as with的用法啊。。。
语法笔记的解释的确很不到位。但我也要提醒LZ，看短语也要了解其结构和用法。正如本题的as with难道只因为它可以接名词就一定是对的吗， as with 是比较结构，也就是一般要和主句主语相比较，比较对象要匹配，而本题中如果用as with,那么就形成了Officials与many districts进行了比较，显然不合逻辑，所以错。
