我个人觉得这里的动词搭配是owe sth. to sb. 就是欠某人某物， two upstate New York counties owed restitution to three tribes of Oneida Indians，直译就是有两个NY的县欠了印第安部落的赔偿（金）。至于for就是表原因 --- 因为他们非法占有印第安人祖先的土地
